Overview

Bevan has 15+ years' industry experience across state and local government, consultancy and contracting roles in NSW and Tasmania. He leads Landex, a Hobart-based engineering advisory firm with a geographically distributed team, and regularly secures multi-year engagements with clients, including work delivered almost entirely remotely.

His approach is built on open and collaborative communication, data-based decision making and professional integrity. He works closely with client staff to build their capacity and share knowledge along the way.

Areas of expertise

Front End Loading (FEL) project management, development feasibility, design leadership, government development applications and permits, road design, traffic impact assessment, land use planning, quality assurance, water sensitive urban design, flooding and stormwater. He also brings experience in procurement, contracts, structures, urban utilities, and health, safety and environment.

Bevan is a skilled traffic analyst, using SIDRA and microsimulation modelling, and works in Civil 3D and BricsCAD.

Renewable Energy Zones and major projects

Bevan advises multiple councils in the Central West Orana and New England Renewable Energy Zones in NSW, and works on renewables projects in Tasmania. For one such Council he lead negotiations with developers across a pipeline of around $25 billion in REZ and Inland Rail projects – more than 10 State Significant developments – through planning and detailed approvals.

His work covers road safety and pavement renewal, traffic impact assessment and design review, oversize and over-mass (OSOM) transport routes, civil balance of plant, bridges and culverts, water and sewer networks, and local resource and environmental risks. He also advises Mid-Western Regional Council on State-led development affecting council roads.

Land and Environment Court expert

Bevan has acted as a roads, traffic and stormwater expert in Land and Environment Court matters, successfully representing a government agency and, separately, a private developer, on complex traffic and stormwater planning approval disputes. This includes acting as TfNSW's principal technical lead in conciliation for a $50 million commercial development, and leading strategy as drainage and WSUD expert for a childcare centre appeal in Blacktown. His focus is on resolving disputes early through clear communication and rigorously defensible decisions.

Government and development control

Bevan has spent much of his career embedded in road authority and planning authority teams. As a Transport for NSW case officer and traffic engineer, he managed risks across more than 700 development applications referred to the agency, led a small team, and assessed site access for wind and solar farms. He also scoped Safer Roads program projects for TfNSW over four funding years using Safe System principles and iRAP star ratings.

At Port Macquarie-Hastings Council he assessed more than 500 engineering proposals across urban growth areas of up to 2,500 lots. He currently leads development engineering functions on more complex applications for multiple Councils in NSW and TAS, including subdivision approvals, inspections and handover, extractive industry and renewable projects road designs and traffic impact assessments at all project stages.

Roads and asset renewal

For a local government in Tasmania, Bevan lead road renewal and resealing program valued at $2 million in 9 months. This covered asset data analysis, project selection, scoping, estimating, design, tendering, contract administration and HSEQ assurance.

He also led the risk review and update of MidCoast Council's 1,000-page AUS-SPEC specification suite and was lead author of its Development Engineering Handbook.

Selected project experience

  • Cattle Hill Wind Farm, Tasmania (pitt&sherry): led a team of six on swept-path analysis and design for 125 km of roads to transport 75 m wind turbine blades and other OSOM loads, including major cuttings and road deviations in the Central Highlands.
  • Works Authorisation Deeds, NSW: advised private developers on State road intersection upgrades valued at $500,000 to $2 million, for mines, industrial pipelines, retail and rural residential subdivisions.
  • West Coast Council, Tasmania: geotechnical investigations and civil designs for urban road and stormwater upgrades in Queenstown, Zeehan and Strahan.
  • Tassal, Dover: site civil works masterplan and planning permits for a salmon wharf and processing factory expansion.
  • Newcastle Coal Infrastructure Group Terminal 3 (AureconHatch JV): client-side site supervision and engineering on a $2 billion coal export terminal, covering ground improvement, rail, road, structures and berth facilities.
  • Pacific Highway Upgrade, Coopernook to Herons Creek (Thiess): site engineer within the structures team, including an incrementally launched bridge.
